I have an 07 tundra that will not go into programming mode with the door open and closed door lock unlocked and key in on and on and off nothing. I don’t even know if the key fobs work because the truck will not do the unlock to go in the programming mode

Take to a dealer and have them program them, should cost about $60. Tech stream has a bunch of options in the system to change different features anyway. Have them print you the list and select what you want changed while you're there

You can not program a new key or fob to a 07 and up Tundra or 08 and up Sequoia without the Tech Stream or software on a Laptop and aftermarket OBD-II cable.
