2002 Camry Air Conditioning Evaluation

I took the car to good year who said that after "a long time trying to figure out what the problem was" they thought it was an electrical problem with the front piece (with the knobs and buttons and the like) they quoted me a part price of $680 and labor of $94. That is ludicrous so I went to eBay and ordered a part from the same vehicle that was in working condition ($35 :angel my question is if the part does NOT work, what else could it be and what thoughts do you have for evaluating it?? Also interestingly after good year did their evaluation the a/c light would no longer blink when I turned the a/c on but it would not blow out cold air, just air.

I thought it might possibly be:
+ The compressor (though it seems to turn on when I turn the a/c on)
+ A short somewhere in the harness (past the a/c faceplate deal that I just bought)
+ The A/C blower damper

Edit: My wife just pointed out that if the blowers are on "High" they will blow "high" at the face or windshield but if (still on "high") the air direction knob is turned towards the feet it will not blow to the feet and will reduce blowing much to the face. If the knob is then switched back to the face it won't blow any harder at the face until the blower is turned to "off", "low" or "medium" and can then be turned back to "high" without problem... This has been a pre-existing problem but I wonder now if it is related...
