That is normal on our 5 speed auto tranny, i hated it at first but i got over it, i just downshift whenever it is necessary (going uphill,passing etc.)
It seems to shift too soon for fuel economy, 03-04 4runners has the 4 speed tranny and most of the owners like it that way...
