HP / Torque versus Milage???

Here's a question for all the knowlegable gear heads out there....If I could tune my truck via the UNICHIP, etc, to make as much peak HP and Torque at a certain RPM range....say 2300 RPM....wouldn't I theroreticaly get the best milage out of the truck (being driven at this RPM) being that is was running at it's best out put for the ammount of gas being put into it?

Low-end torque usually produces the best fuel mileage as that is where acceleration occurs except at highway or passing speeds. 2300 RPM is about 70mph so if that is where most of your driving takes place, it is possible that may give you the best overall fuel mileage. Certainly, good torque from 1200-2500 is desirable.
