Wanted to know if anyone has used this stuff to loosen rusted frozen bolts (e.g. front & rear differential/transfer case drain/fill plugs) and if its better than using
WD-40. Most websites I see state this is the best to use, but I don't know if its overkill.

Best stuff that i have used for bolts is PB Blaster. Makes WD-40 look like water

I got my PB blaster at Menard's a building supply chain here for less than $2. I'd think many auto parts stores carry it or try a well stocked hardware store. I've not seen it at Home Depot or Lowe's around here. My son who's a service manager at a Jeepy :td: store gave me some of the Mopar stuff and I think PB blaster is just as good.
