I was just thinking can you put a color matched resin bumper in place of a chrome one? If possible it might be cheaper than getting it Line X'd.

No, you have to get the support structure for it as well. There are several brackets etc that you need to make the swap, you can get the part breakdown (exploded diagram) from a body shop or a good Toyota dealer.

lots more...i think when i was lookin at it, sparks told me it was gonna be like an 1100 or 1400 dollar total mess since all the supports and brackets are different etc. line x or powdercoating it are waaaaaaaay cheaper.

just have it sand blasted, primed and painted. should cost around 550 for front and rear bumpers

I have a new 2010 Radiant Red DC 4x4 with Black bumpers & grill (Work Package)
Was offered trade on chrome bumpers but the guy lived too far away.
