Electronic throttle control....I think the difference in speed is all in the head.
ALL 4.7 tundras have drive by wire throttle. The older ones have the TPS on the throttlebody while the new ones have it at the accelerator pedal. I know this because I cleaned out the throttle body on a friend's 2000 tundra. If you manually push on the throttle plate of the older tundra you'll feel a gear driven servo motor and it doesn't move the throttle cable when you do so.
