I have a 2001 Tundra TRD Off road 2WD with stock rims. I put 285x75/R16s and have a minor inside rub with the frame on full wheel turn. Has anyone encountered this and come up with a cheap, safe solution?

First of all, do you have a lift? If not, you should with tires that size. I'd recommend about 2.5 or 3 inches. Then go with 1.5-inch wheel adapters.
Not sure about your year truck, but on my 05 DC I had to remove the front mud flaps. That took care of the rubbing issue. It actually only rubbed on one side, but I wasn't going to leave just one flap on. Hope that helps.
I was thinking about putting 285 75 R16 when I had a 2" coilspacer lift. In order to run 285's you need to remove the front mudflaps, and start doing some trimming to the inner fenders. Make sure to purchase a lift. Minimum 2" lift. Dont' go cheap on a lift because you'll do more harm than good.

why not? it would have looked cool. :D anyhow, you will need a lift and wheels. if not wheels, you can always install some 1.5" wheel adapters.
