Regarding the "Latches" that go on the tongue of the trailer that you pull the chains of the bars up with. I run mine loose so that when I turn they slide along the tongue and do not bind the chains. My buddy was looking at it and said they should be tightened down and should not move. Which is the correct way to mount this?

If it should be tight and not move how do I pick a good location to tighten them down? I assume I should just make the truck and trailer straight and then tighten it when the chains are perfectly up and down. Correct?

They should be tight. Your method of parking the truck/trailer roughly straight to each other and then line up with the chains vertical should work fine.
