17" wheels will not fit a 2007 Tundra. They are too small and would interfere with the brake calipers. That's why the truck comes with 18" as the standard stock size, providing the minimum clearance with the brakes.
your logic is right but this isn't completely true... depends on the wheel. if the shape of the wheel is right, all you need to do is grind down the caliper. ;)

only trial and error will tell. i already know of one beadlock wheel mfg that has fit a 17" wheel over our big brakes. i'm not telling until i have them first.
